Is it Bamboo?

The answer is no. Dracaena sanderiana is more closely related to a tropical water lilly or succulent. It is called Lucky Bamboo due to it's structure.

It grows best with indirect sunlight or in covered areas and makes a great indoor plant. Planted in soil or grown in water, in much the same way as pothos.

Growing a hedge

A general rule for plants - root and branch structures. The root system will generally spread horizontally to a similar or slightly wider distance than the branches. The outer edge of the canopy in trees is called the drip line. Roots spread to secure water and nutrients, typically occupying the top 30cm or more of soil dependant on the quality and depth of the soil.

if you want a plant to stay small, put it in a pot. If the plant will usually grow large, this will mean constant re-potting and root trimming. Thats how you bonzai a plant.

A hedge is something similar, without the need to repot and trim roots. So, when planting a hedge you need to consider spacing. and If you intend to shape your plants and keep your hedge trimmed, plant your hedge plants at about 800mm - 1 M spacing and don't let the hedge grow deeper than 1 M.

If trimming and shaping is not your thing, you need to consider the overall width of the naturally growing plant and space accordingly, to overcome crowding. Space your plants at a naturally growth distance apart. For Lilly Pilly, about 2 M is a general rule of thumb.
